Asset Management Analyst
To be considered, applicants must possess the following qualifications:
- Post-secondary education in Civil Engineering, Business, Finance or related discipline, or equivalent education and work experience
- Minimum 5 years of related work experience in municipal organization
- Thorough knowledge of municipal operations and capital infrastructure planning
- Knowledge and understanding of software applications for municipal asset management systems
- Demonstrated project management skills
- Certification in Asset Management (through Ontario Good Roads Association and/or The Institute of Asset Management) would be considered an asset
- Experience with CityWide Asset Manager would be considered an asset
- Extensive knowledge of Microsoft Office products
- Excellent organizational, analytical, decision making and problem solving skills
- Excellent verbal and written communication skills and relationship building and engagement skills
- Ability to liaise with various city departments and influence decisions related to rehabilitation and capital planning
- Flexibility and a commitment to adapt to evolving and emerging technologies and changing practices and regulations
- Experience and knowledge to self-manage, multi-task, prioritize and work with minimal supervision on higher priority projects
Under the direction of the Deputy City Engineer:
- Identifies existing and future infrastructure rehabilitation and replacement needs through the use of methodologies, calculations and formulas, priority rankings, condition ratings, level of risk, level of service, key performance indicators, maintenance records, decision models and life cycle evaluation.
- Provides recommendations to enhance, change and/or update asset management programs as technologies, regulations and budgets evolve.
- Develops one, five and ten year plans and budget forecasts for preservation and rehabilitation of assets.
- Supervises the GIS/Engineering Records Technologist and determines priorities and workload. Works closely with this position to review municipal infrastructure datasets and determines accuracy and gaps.
- Manages the study, evaluation, analysis and projection of the City’s future requirements of municipal infrastructure in order to provide required levels of service to the public, including the development of infrastructure life-cycle analysis and capacity analysis.
- Works collaboratively with various city staff to implement and update the strategic asset management policy and oversees the preparation of the strategic asset management plans as required by legislation and to develop an asset management plan that is eventually inclusive of all City assets.
- Analyzes internal processes, undertakes research, prepares recommendations and implements special projects as required. This includes ongoing reviews of various analytical systems and software to identify and implement improvements and efficiencies.
- Determines through technical analysis, regulation and public input, levels of service and risk.
- Provides support for preparing Requests for Proposals, contracts and service agreements to retain consultants and contractors to guide asset management details.
- Prepares internal and external reports as required including reports to Council.
- Works closely with the Asset Management Accountant and other finance staff.
- Shares knowledge with staff at varying levels within the organization on concepts and systems to foster an improved understanding of asset management.
- Performs other related tasks as assigned from time to time.
This is a full-time position working 35 hours per week, Monday to Friday. Additional hours may be required from time to time to cope with unusual demands and peak periods.
Compensation is $68,337 - $80,396. A comprehensive benefits package is included.
